    First Assistant District Attorney

    F Cortez "Chip" Bell, III was officially sworn in as the First Assistant District Attorney of Clearfield County on Tuesday, April 30, 2024. As the First Assistant District Attorney, Attorney Bell will be the second-in-command to District Attorney Sayers and will act as the district attorney in his absence.

    A Clearfield County native, Attorney Bell graduated from Clearfield Area High School in 1970. Following high school, he attained his bachelor's degrees in Economics and Political Science from Gettysburg College, his master's degree in Economics from American University in Washington D.C., and his Juris Doctorate from Pepperdine University in California.

    Over his forty-plus years as an attorney, Attorney Bell has dedicated his mind, time, and talents to that of public service in Clearfield County. Attorney Bell has been an Assistant Public Defender, the Chief Public Defender, an Assistant District Attorney, the First Assistant District Attorney, and for the past 14 years has served as the District Court Administrator.

    During that storied career, Attorney Bell has tried over 150 criminal jury trials, which included twelve criminal homicide cases, and had the privilege to present oral arguments before the United States Supreme Court in Patton v. Yount (1983).

"There is no doubt that his years of experience, intelligence, and dedication to the people of this County will be assets to this Office, especially with the complexity and ever-growing criminal caseload here in Clearfield County."

    Attorney Bell is admitted to practice before the Supreme Court of Pennsylvania, the Supreme Court of California, the United States Supreme Court, the United States District Courts for the Western and Middle Districts of Pennsylvania, and the United States Court of Appeals for the Third Circuit. Attorney Bell lives in Clearfield with his wife, Sandy.


  1. Tami Fees Deputy District Attorney

    Deputy District Attorney

    Tami Fees serves as the Deputy District Attorney in the Clearfield County District Attorney's Office. Tami is a native of Clearfield County. She graduated from West Branch High School in Morrisdale. After high school, Tami completed her undergraduate studies at Penn State University with a Bachelor of Arts degree in Administration of Justice, graduating with high honors. Tami then went on to attend Widner University of Law earning her Juris Doctorate and subsequently passing the bar in 2005.

    Tami has lived throughout the Commonwealth, but returned to Clearfield County in 2015 and started her private law practice, where she primarily focused on criminal defense. Tami has also worked as a conflict defense attorney for Centre, Mifflin, Huntingdon, and Clearfield Counties.

    Tami is a seasoned attorney in criminal law and has handled a multitude of matters in the courtroom. While much of her legal career has been primarily as a defense attorney, Tami is ready to use that knowledge and understanding to prosecute criminals in Clearfield County. She is looking forward to this new opportunity, working with law enforcement to help the people of Clearfield County and being part of the team in the District Attorney's Office.


  1. Brittany N. McCracken Assistant District Attorney

    Assistant District Attorney

    Brittany N McCracken serves as a full-time Assistant District Attorney in the District Attorney's Office. Brittany was born and raised in Grampian, and a graduate of the Curwensville Jr Sr High School in 2015. Brittany completed her undergraduate studies at Pennsylvania State University where she graduated with her Bachelor of Arts, majoring in Political Science and minoring in History. She remained in State College to attend Penn State Law and during her years in law school, she interned twice in the Clearfield County District Attorney's Office and once with the Centre County District Attorney. Brittany earned her Juris Doctorate and passed the Pennsylvania Bar Exam in 2022.

    After graduating from Penn State Law and before joining the District Attorney's Office, Brittany worked as a Law Clerk for the Honorable Judge Ilissa Zimmerman in Blair County.

    As an Assistant District Attorney, Brittany handles many of the appellate cases for the District Attorney's Office, as well as, attends preliminary hearings, motions court, sentencing court, and juvenile proceedings.

    Cynthia V. Lose-Morgan

    Assistant District Attorney

    Cynthia V. Lose-Morgan serves as a full-time Assistant District Attorney in the District Attorney’s Office.  Cynthia was born and raised in Pennsylvania and has made her home here in Clearfield County where she resides with her children. Cynthia attended Bloomsburg University receiving her Bachelor of Arts degree in Political Science with a minor in History while simultaneously earning her Associate of Applied Science degree in Electronic Systems Technology from the Community College of the Air Force.  Later, Cynthia attended Duquesne University School of Law where she obtained her Juris Doctor in 2016.

    Prior to becoming a member of the District Attorney’s Office, Cynthia was in the Clearfield County Court Administration Office serving as the Deputy District Court Administrator and later the District Court Administrator.  Cynthia began her legal career serving as the law clerk to the Honorable Charles T. Jones, Jr. of Lebanon County, doing private work as a family law attorney, and in the Clearfield County Public Defender's Office as an Assistant Public Defender.

    Cynthia also served fourteen (14) years in the United States Air Force (2009-2023). Specifically, she was assigned to the PaANG 211 Engineering Installation Squadron located at Fort Indiantown Gap, Pennsylvania. During her military service she rose to the rank of Technical Sergeant (E-6) with Special Experience Identifiers of “Team Chief” and “Quality Assurance Evaluator.” During her deployments in 2012 and 2017 Cynthia served in Afghanistan, Iraq, Kuwait, Qatar, Jordan, and the United Arab Emirates both installing and inspecting telecommunications network infrastructure. 

    Outside of the office, Cynthia is the Chair of the Buildings and Grounds Committee and Assistant Treasurer for the Children’s Aid Society; she is a life member of the Clearfield V.F.W.; a member of the Organization Committee for the Clearfield Revitalization Corporation; and the Vice-President of the Clearfield County Bar Association. Cynthia was also recently selected to serve as the solicitor for the Clearfield County Chamber of Commerce and Clearfield County Republican party.
